Call to Order

The meeting was called to order at 7:54 a.m. by Chair, Colleen Bell.

Approval of Agenda

Colleen Bell said that New Business item number 1 [Discussion and possible Board action regarding possible change in provider of long-term and short-term disability insurance] will be tabled. Old Business item number 1 [Discussion regarding 207 Legislative Session] will be moved to item number 1 under New Business. Jacob Snow made a motion to approve the agenda as amended. Herb Hunter seconded the motion. The vote was unanimous.

Approval of Minutes

Herb Hunter made a motion to approve the February 2007 Board meeting minutes. Todd Hauge seconded the motion. The vote was unanimous.

Review of Paid Invoices

The paid invoices were accepted without comment.

Director's Report

Gayle Hornaday said year-to-date statistics are up over 10% for circulation and 20% for the issuance of new library cards. The bookmobile is doing as much activity as the Pittman Library. There is significant growth at the Malcolm Library and the Gibson Library has shown some improvement in circulation. Tom Fay said February was a busy month. Circulation Staff has been very busy with the increased circulation and other staff with the processing of materials. Security – no major issues. Florica Hagendorn said WGBH, out of Boston, which produces PBS programs such as NOVA, Masterpiece Theater and Antiques Road Show, included Henderson Libraries as one of 6 destinations for a kickoff program, where students attend intense, four hour workshops learning video literacy, storyboarding, producing and directing. WGBH is requesting young people to submit kid-produced videos about something important to them. The winning video will be incorporated into the Postcards from Buster and the Arthur Children’s TV Show. As part of the workshop, local students produced a video about what it’s like to live in Las Vegas. The video was written and produced totally by the kids; no adult input was permitted. The video produced from the workshop was shown. Kristy Price said the golf tournament invitations for the April 30th Arts & Letters Golf Tournament will be mailed out next week. Sponsorship packages have already gone out. Last year the golf tournament netted $80,000 split between Henderson Libraries and the Henderson Art Association. Signature sponsors this year are Quadrant Planning and Focus Property Group. The attendees of the author cruise will be going to the Chapel Fiorenza for the Carr Chat with Susan Elizabeth Phillips, Sunset & Vines for wine tasting and will join the golfers for the gourmet dinner and auction in the evening. Illusionist Chriss Angel, Mind Freak, has been added to the Carr Chat lineup in May.

New Business

Discussion regarding 2007 Legislative Session.

The Nevada State Legislature has been in session for a month. Tom Fay attended the hearing on North Las Vegas’ request for consolidated tax revenue. North Las Vegas’ PowerPoint presentation indicated the requested amount at $2 million. The City of North Las Vegas referred to the inequity of the situation as it relates to libraries, but also mentioned wanting to adjust the base even further because the original request was for $10 million for the entire City of North Las Vegas. The County’s lobbyist pointed out that the City of North Las Vegas originally agreed to the arrangement when they set up the library district. The City of North Las Vegas is holding an amendment, but the contents are unclear. The district’s lobbyist, Renny Ashleman is staying on top of it. While the dollar amount lost to Henderson Libraries would be minimal initially, the district could be impacted if the formula is opened up for further adjustments. SB153 is the bill to watch for this issue.

SB96, Bob Beers’ tax cut proposal, would have a large impact, with Henderson Libraries losing $295,000-$325,000 the first year. The City of Henderson would lose $12 million and Clark County would lose $68 million. SB96 would impact our budget tremendously and cause major concern in our transition of Green Valley. It is still early in the session and this bill will be closely monitored.

The debate continues whether the collection money can be put into the base budget for the Nevada State Library & Archives. Henderson Libraries receives approximately $35,000 per year for collection development. Tom Fay reminded the Board that Jacob Snow and Colleen Bell will be going to the Library Legislative Day session on March 22nd, with some staff and Friends’ members. A report on Library Legislative Day will be presented to the Board next month.

The North Las Vegas Library Director retired on March 2nd. Their Interim Director, the Assistant Director, is currently running the district. No announcement has been made whether the North Las Vegas Library District will seek outside applicants for the job.

Tom Fay will keep the Board updated on issues in the legislature that impact the library and staff benefits.



Discussion and possible Board action regarding auditor designation for fiscal year 2007.

Debbie Englund said NRS statues require auditor designation by March 30th. The audit fees are going up $500 from last year. Colleen Bell asked if auditor services have been put out to bid. Debbie Englund said several auditing firms submitted bids three years ago and the contract was awarded to Kafoury Armstrong & Co. Todd Hauge asked if another bid will go out next year. Debbie Englund explained that the standard is to put the contract out to bid every five years. Tom Fay said it’s up to the Board how often bids are requested. Herb Hunter asked if the service has been satisfactory. Debbie Englund replied yes and said Kafoury, Armstrong & Co. is the largest agency in the state of Nevada. Colleen asked if the same auditor comes out every year, Debbie said the same auditor has come out for last two years and the managing partner comes out every year for one day of the audit. Richard Derrick said the City of Henderson was very happy with Kafoury, Armstrong & Co. when they used their audit services. Herb Hunter made a motion to approve Kafoury, Armstrong & Co. as Henderson Libraries’ designated auditor for fiscal year 2007. Richard Derrick seconded the motion. The vote was unanimous.



Discussion and possible Board action regarding closing the Gibson Library on May 12 and 13, 2007 for participation at Art Fest.

This is the 3rd year the Gibson Library will close and take services outside to Artfest. Tom Fay recommended closing the Gibson Library on May 12th and 13th. In addition to taking many library services outside, the Friends of Henderson Libraries will host the largest booksale of the year. Jacob Snow made a motion to close the Gibson Library on May 12th and 13th to allow for participation in Art Fest. Herb Hunter seconded the motion. The vote was unanimous.



Discussion and possible Board action regarding closing all libraries on September 21, 2007 for Library Staff Day

Staff Day 2007 is being moved from August to September. With the kick off of One Book Henderson, Nancy Pearl will be featured as keynote speaker. Nancy Pearl began the One Book program in Seattle and will advise staff how to best promote the program. Several other components for staff development are planned. Richard Derrick asked if patrons are notified prior to the closure. Tom Fay responded yes. The information will go up on the website upon Board approval and the closure will be posted for patrons well in advance of the event. Todd Hauge asked what day of the week is involved. Tom Fay responded Friday, which is typically a slow day. Jacob Snow made a motion to approve closing all Henderson Libraries on September 21st for Library Staff Day. Richard Derrick and Todd Hauge seconded the motion. The vote was unanimous.

Board receipt of donation from Friends of Henderson Libraries’ Library Tree Lane event.

Laura Jane Spina told the Board that the first Library Tree Lanefundraiser netted $3,000. The second year increased to $12,000 and the 3rd annual Library Tree Lane in 2006 raised $18,000. The combined donation to Henderson Libraries from the Library Tree Lane events is 40% of all donations to the outreach program. The 2007 Library Tree Lanecommittee has graciously agreed that proceeds from 2007 will purchase books for the new Green Valley Library. The theme is Catch the Glow. Mark your calendars now for the Grand Gala on November 30th. Laura Jane Spina introduced and thanked key Library Tree Lane Committee members Marilyn Dial, Bob Kasner, Kathy Hug, Judy Hughes, Ron Hughes and Susan Johnston. Staff members were also thanked for participating in Library Tree Lane. A giant check in the amount of $18,000 was presented to Colleen Bell.

The next Board meeting will be held on April 12, 2007 at the Paseo Verde Library, 280 S. Green Valley Parkway, Henderson, Nevada.
